Re-build IRAQ, But Why ?

I have been following a TV campaign on LBC Channel about IRAQ.
Ads. that encourages people of IRAQ to vote and others that call them to unite or to stop fighting.

I just cannot get the idea behind these ads.
Is this some campaign from the US on Arabic TV channels or is it that I'm missing the whole show around me ??
